American Children Remain in Canada While Mother was Deported To US

Case Description
Two American children are placed in fostercare after mother was arrested for immigration procedures (not updating an address) and later deported. There are no family members in Canada and one child is under 5.
Children were in BC 9 days when they were placed. Alberta was there habitual residence. There is a US court that has jurisdiction as well with previous ordeers.
MCFD has an interim custody order and mother has access (which is not possible as she is not allowed to return to Canada without Ministers permission) - video/voice conferencing is being used.
Is there a way to get the children back to the US? Hearing will not be until June/September. Relationship is already being serverly damaged due to limited contact and parental alienation.
