Dismiss a creditor beneficiary and executor of a will

Case Description
We are four brothers. My youngest brother died of leukemia at the young age of 48. He ran a successful software company and when he died, he had left a will to one of my brothers who was also an executor. My brother is not making any attempt to prove the will in case we challenge it. when we asked him to file for a probate he said that the bequest barely covers the amounts owed to him by my deceased brother. He claims he has proof to show the amounts he had lent my brother. I was told by a friend that one can ask court to dismiss an executor if he is the beneficiary of a will. I am also told that a creditor cannot be an executor of a will. My other brother and I want to challenge my executor brother’s competence as an executor and need a lawyer to take our case.
