ex husband absent from children's live, new husband wants to adopt children

Case Description
My ex husband has been absent from my two daughters lives since December 2003. They have not received a phone call or birthday card. I have been dealing with MEP to get some child support but it as soon as they garnish his wages, he quits his job. I currently have an ex-parte court order for sole custody that grants him reasonable access. He has not exercised his right to access since we separated. I do not know the whereabouts of my ex husband as MEP is not able to find him to serve him with any documents and my last lawyer was not able to find him to serve him either. (Both of these have been in the last two months) All my court orders have been ex-parte because he stays hiden. My new spouse would like to legally adopt my children and need a lawyer to make this happen.
