Gave my daughter up for an open adoption 12 years ago now she wants to come live with me

Case Description
I have not seen my daughter in 12 years she is 13teen it was an open adoption they advised me when she was a year old they did not want me to call or come by or they would charge me. I tried a couple of times to get in touch with them with no success.
I have recently found her on facebook and we have been talking and texting constantly, the adoptive parents are in the middle of a divorce and have turned everyones world up side down its a mess to say the least, Apparently her adoptive mom didnt just make that threat to me but as well as her husbands family when she was 2 and she seen her dads family last year for the first time in 11 years. She is screaming for attention they do week to week parenting and her dad has very slack rules and with his girlfriend most of the time and the mom has her under 24/7 monitoring.
My daughter has wrote to me in a text she wants o come with her real family she has a half brother who is 4 and Ive been married to my husband 5 years she will have stability and love and attention that she needs here.
I have seen her once last Saturday and it was great now the dad has no problem me visiting her but the mom does and wont let it happen.
Just want to know if my best option would be for me to go for visiting till shes 16 and can come live with me then and noone will have a say in it or do i have enough with her testimoni to get custody of her???
Anxious to get this on the go I need a good lawyer
