getting repayment on a debt with cottage collateral

Case Description
My brother in law borrowed money ($70,000) from us and used his cottage as collateral. Now he has not repaid the debt, and we want to at least make sure he can't sell the cottage without also paying the debt. We live in Ontario, the cottage is in Ontario, but the brother-in-law lives in the US.
