Granting a visitor visa to my sister. It was refused

Case Description
I had my first baby child on june 2009.by Caesarian section. Shortly after the birth I began to bleed. I was kept in the hospital for 2weeks and then discharged me home. The bleeding recurred necessitating and return to hospital. I left my baby home with a friend, because the hospital did not allows me baby into home. I came home with seriously ill, I can not take care with my baby. I\\\'m a single mother, and don\\\'t have anybody in Canada. The government let Community Care Access with PSW, Nurses, social worker and occupational therapy came to my house and help me every day. Now government stopped them. My family doctor and socail worker wrote a letter to Canadian high Commission to Ghana to granting me a vistor visa for my sister to come and help me out. My mother is very sick to come. On Nov 26, 2009 my sister to the embassy. The Canadian embassy regert my sister. The reason for regert, was that I did not submited finacal statement or Revenue Canada statement access. Also, when she come she will not return back home. I need a legal advise what to do again. If I can appeal and send Canadian high commission to Ghana my Revenue Canada Accessment statesmen. My sister said, the embassy did not touch her passport. Could some one will get back to me as soon as possible. Thank you.
