Case Description

I live in a townhouse complex that has 5 rows of houses. In between the rows are the common areas and along and between the rows are walkways/sidewalks. I have a small dog whom I walk 4 times a day. There are many dogs in the townhouse complex and even the neighboring complex. When anyone walks by, the dogs bark and bark. These dogs are left outside in the yard all day. My dog does not bark unless someone knocks on my door inside my unit, but he does not bark at the other dogs. Anyway, for months now, when I have walked by one end of the complex to get to the street, a woman whose dog barks at people going by has constantly yelled at me because her dog is barking. She is friends with two other women in the complex who are the same way. They both have their own dogs who bark excessively when others and me walk by. However, they do not yell at everyone, but they have yelled at me and another neighbor, and another neighbor who is my friend and comes by to my row to meet up with me to go for a walk with my dog and her dogs. Since the woman on the one end yells at me, I have had enough and have changed my route and go the other way. Now one of her friends (a neighbor) who leaves her dog out all day started yelling at me for walking my dog on the walkway. There is no other way for me to walk. She has also yelled at my neighbor(friend) when she comes up to meet up with me so we can go for a walk. One day I was way down the street far away from our complex (July 7, 2009) and one of the women followed me. I saw that she was behind me with her dog so I stepped aside on the grass to let her pass me, as I do not trust her behind me because of her behavior. She would not pass nor would she even just cross the street but she motioned with her hand angrily and said: \"Move aside\". I said: \"I am on the side\". Then she looked at me very angry and said it 2 more times. I could not move anymore, she had the whole sidewalk. I asked: What are you waiting for\" because she kept staring at me. She said: \"I\'m waiting to see if you can bend over to pick up the dog crap because you\'re so big.\"
Anyway, later on when I got back to the townhouse complex, another tenant near me saw me and asked what was wrong. I told her and she said: \"That\'s it. This is going way to far.\" And she told me to come with her to talk to that woman who followed me on the street. Our conversation got nowhere but she yelled at me and said that \"If my dog\'s hips collapse then I\'m going to kill you!\" She pointed at me. Then I said: \"You\'re going to kill me?\" She said: \"You\'re damn right I am!\". I had a digital voice recorder with me and recordeded the conversation. The police say they want to hear it. I am not sure if they will try to get me in trouble for recording the converstation though?? (That was July 7, 2009)

After all this, she still continued to yell at me and my neighbor and give us dirty looks from her yard while we are on the sidewalk. Finally my neighbor and me approached the superintendent, which didn\'t help because he is friends with them. He said that he\'s going to tell them to get a peace bond against us. We continued to explain that they are harassing us and he says that we should not walk there, but I live there! She walks by my place but I can\'t walk on the walkway? A little while after our conversation,I saw the police come to that woman\'s door. That was this past Monday. Today, My neighbor and I called the police to report the harassment that we have been receiving from them and I also told the police that one of the women threatened me. The police said that since it was a month ago they would not do anything about it because I would have to feel in danger. I told him I do feel in danger because she is crazy and she may snap and do something. I\'ve told him that I won\'t leave my dog at home alone ever for fear she might do something to my dog. He again said he would not do anything because a month has gone by. He told my neighbor and I that the two women have already started the process of filing a peace bond against us.
I am wondering if we too should file a peace bond and if I should hand over a copy of the tape recorded conversation of when that woman said she was going to kill me.
I don\'t know what a peace bond does to my name (I have no record, I have never been charged with a crime) but since these women have already made false accusations, and we live in the same townhouse complex, how can I protect myself from being falsely accused of breaking a peace bond. They can get together and lie.. and with the superintendent being their friends, they can also lie with them. Please help advise me of what route I need to take.
