Mother is seperated living in the house with soon to be ex-husband

Case Description
Hi,
I am posting because my mother is in an awkward situation.
She is currently seperated and her soon to be ex-husband (my step-father of 27 years) lives in the basement of the house until it is finally sold (up for sale right now).
Over the last 27 years, my step father has both mentally and physically abused her and my siblings.
As of now, he is not paying any of the bills / mortgage, and is leaving it all for my mother to pay, even though he shares the dwelling.
Also, he follows her after her shift at work is over, waits up for her to come home with all the lights on, then when she comes in the door, he turns the lights off.
It is a combination of unusual - irresponcible actions...
I am curious, what can be done about this...I am sure my mother has rights to protect her interest and safety.
She has talked to many, who say nothing can be done since he has not done anything to harm her (recently).
She is affraid to leave the house and stay somewhere else, because my step-father will likely clear the place out (of goods).
She is also concerned that since he is not paying his bills, that she will possibly get behind and have bad credit and not be able to purchase her own place.
She also suspects that he is stashing his pay in safety deposit boxes...since he is seemingly broke (as per his stance) and is not paying any bills (does have a pension and base salary coming in).
Can someone please provide advise.
