Paternity test needed...

Case Description
My brother was involved in a brief relationship with a woman who later told him she was pregnant and the child was his. During the pregnancy she resumed a relationship with her previous partner who was incarcerated during her relationship with my brother. My brother was not able to reach her throughout her pregnancy. When the child was born she told my brother it was not his, however 2 months later called him and said it was....this goes on and on. He was, he is, he wasn't, he isn't...now the CAS is apparently involved and she has recently called my brother AGAIN stating the child is his. He has made numerous attempts to have her agree to a paternity test, the cost he is prepared to absorb. She has not followed through and at this point attempts to contact her have failed. My brother and I attended the CAS office, however due to confidentiality they were not able to share information. We are wanting to pursue a court ordered paternity test, as he would like to plan for the child if in fact the child is his. The mother is a heavy substance abuser and the child is not in her care at this time, but being cared for by her current partner's mother. We have no idea how to go about this and I am even having difficulty finding a lawyer to represent us at a reasonable rate. The child is 7 months old and we would like to act ASAP in order to ensure his best interest is respected.
