probate or not ?

Case Description
i went to deal with my moms bank and i am told that the will i have may have to go into probate ! i dont understand it directs me as to what to do and where things are to go and it is a witnessed by 2 people will...there is a life insurance policy payable to the estate and i know that it will be taxable income for the estate which i will take care off when i do her final taxes .why when anything she didnt direct me to disperse goes to me does this have to go to probate at a cost that of coarse government inforces based on size of the will .why do they deserve 1 pennie of my moms estate ?
