She want to leave provinces with children

Case Description
My separated wife has told me plans of her leaving the province with her boyfriend and our children. I am planning to execute a parenting order and am getting a lawyer for this matter. She is marginally fit to be a mother and i have lots of evidence. I have pictures of her boyfriend waving a gun and doing illegal drugs. She has no reason to leave but to be with him, neither will have job, or a place to live when they get there(neither have a job right now, she is on income support, he lives at her house eating food meant for the children and contributes nothing). Can she leave without consent?
