Student Loan payment issues

Case Description
I am currently in collections for my federal and provincial student loans. I defaulted on an Orderly Payment of Debts last fall because I was out of work. I have tried since January to make payments because I now have a good job and am able to pay this off quickly. However, it wasn't until this month that the collection agencies were even set up for me to make payments. Now, they are telling me that I have three months to come up with the $15000 that is outstanding or they will pursue legal action. They are not will to accept payments, but I am not able to secure a consolidation loan. I make more than enough money, and am ready willing and able to pay. However, they are not even giving me this option. I can afford to pay $1500 per month until it is paid, but they won't accept that.
