Traffic violation - ticket for no insurance

Case Description
In brief - I arrive to Vancouver from Winnipeq on Sun. Jan 25/09. During the first week upon on arrival I got pull over by a police officer, she told me my plate is expired,and wrote me a ticket for no insurance, and radio a tow truck. I showed proof my insurance is still in affect for about two weeks and even my plates has a Feb 14 decal. She still had my car towed. I went to dispute the ticket,after 10 months I eventually I found the reason for the delay. The officer had withdrawn, and the form I received indicated that all ticket issued by her is cancel. I lost the towing charges, and a peace of mind. I am not sure if I,m at fault or its the police officer, or even the insurance agents. Need assistance If it worth your time or my time to investigate further in this matter.
