Trustee (sister) has withheld money said owed to her from my mothers estate.

Case Description
Mother died in Sept 09. Sister was power of attorney then trustee. Sister was left 50% of Moms estate while my brother and I were left 25% of the $100,000.00 estate. My sister has deposited $16,405.00 into my account rather than the $25,000.00 saying that I have an outstanding debt to her from 1995 that my ex-husband and I had signed. Does the statute of limitations apply ? I beleive she is abusing her position as executor and has ignored several requests for a copy of the will. She has said that my mother gave her a verbal directive to take money from my inheritance and has charged over $5,000.00 in interest. I beleive this brings into question her suitability as executor of my mothers will. She still holds all my mothers jewellry and belongings as well.
